Steve Kemp is a Debian package maintainer from the UK.
He maintains (among others) GnuMp3d , wrote scripts for making a mysql-mp3 database, likes tattoos, piercings and cats; and is interested in xss hacks.
He also wrote a lot of other free software, including jabber ,sniffing and apache related stuff.
